  54. Well, there is.  They referred you to 2.815, which says in part
  55. (appendix 8 of the FCC Rule Book, if you have it):

  57. b. ... No person shall ... sell or lease, [or] offer for sale or for
  58. lease ... any ... amplifier or amplifier kit capable or operation ...
  59. between 24 and 35 MHz.

  61. c.  [Requires type acceptance for the sale, lease, offer to sell or
  62. let, manufacture, importation, shipping, distribution, and so on, any
  63. amp operating below 144 MHz.]

  65. Now, d. and e. provide exemptions for b. and c. *for
  66. amateur-to-amateur sales only* and refer to 97.315 and 97.317.  These
  67. allow sales to bona fide dealers - *only* for resale to amateurs.
  68. But that's it - unlike transmitters, selling HF amplifiers without
  69. type acceptance to anyone other than a licensed amateur is illegal.

  95. Just a few comments:

  97.   1) I did the above process and got a very lengthy list of maybe some 
  98.      potentially good material.
  99.   2) A "couple of minutes" may be optimistic. I requested the index on Sunday
  100.      and it didn't show up until sometime on Monday. The request for the
  101.      Part 97 stuff was faster but still maybe ~ 30 minutes.
  102.   3) Then the worst part, the copy of Part 97 is dated Dec 1, 1992!! Can't the
  103.      ARRL keep this dated material in better condition!

  123. buck is CW.  Want to bet you can work as much DX with 10w on AM as with CW?

  152. Are you sure you don't mean "intracountry" there?  If a ship under one
  153. country's flag enters the territorial waters of another country, that second
  154. country can inspect it for compliance.  I seriously doubt that a ship going
  155. from, say, Panama to Papua New Guinea without passing through the waters of
  156. any third countries would be subject to inspection by third countries while in
  157. international waters.
